Public money, spent on a bill nobody can break down
Electricity sits in the recurrent budget of every ministry, agency, authority and local government in Uganda. It is one of the few large lines that is paid in full each month and explained to nobody — not by facility, not by building, not by system. Metering makes it explainable, and an explainable cost is a manageable one.

What an institution is accountable for
A public institution is answerable for three things at once, and an unmeasured electricity supply weakens all three.
Budget accountability. A vote is defended on the basis of what was consumed and why. Where consumption cannot be attributed to a facility or a function, an increase cannot be justified and a saving cannot be demonstrated. A measured baseline turns the estimate into a figure that survives review.
Duty of care. Public facilities carry people. Voltage instability, phase imbalance and overheating distribution equipment leave no trace on a monthly invoice; they are discovered when equipment fails, or when an incident forces the question. Continuous power-quality measurement moves that discovery earlier.
Integrity of supply. Where connections are numerous and informal, it is genuinely difficult to state what is drawing from the supply and under whose authority. Consumption analysis quantifies the unmetered load rather than leaving it a suspicion — and a measured discrepancy is something an institution can investigate against its own connection records.
Scope of supply
Set out as deliverables so it can be evaluated, scoped to your facilities and taken through procurement without translation. Quantities, tier selection and reporting frequency are determined by the site assessment and confirmed in the proposal.

- A survey of the electrical infrastructure at each facility in scope — incomers, distribution boards, standby supply and any informal connections — issued as a written report naming every proposed metering point and the reason for it.
- D2Supply and installation of metering
- Three-phase smart energy meters sized to the current rating of each circuit, with three current sensors per meter, and the gateway and communications required at each physical location. Installation is scheduled with the institution’s technical team.
- D3Platform access and user accounts
- Named accounts on the Orijtech Energy monitoring platform for facilities, finance and management users, with consumption and power-quality data available at each metered point.
- D4Consumption baseline report
- A documented baseline of measured consumption per facility and per metered point, against which any future efficiency measure, tariff change or budget provision can be assessed.
- D5Periodic energy reports
- Monthly or quarterly reports covering consumption by facility, time-of-use distribution, load comparison between periods, power-quality observations and abnormal-consumption findings, with recommendations.
- D6Advisory and management review
- Scheduled review sessions in which findings are presented to the accounting officer or management committee, and recommended actions are agreed and minuted.
- D7Handover documentation
- As-installed records for every metering point, device serial numbers, platform administration handover and user training for the institution’s technical staff.

How a multi-site estate is handled
Most public institutions do not run one facility. They run a headquarters, regional or district offices, stores, and specialised sites — each with its own account, its own bill and its own local explanation for why the bill is what it is. The scope above is delivered across an estate on the following basis.

Public offices consume during working hours, which is when an array generates.
